FIP11 proposal has been summitted.
FIP11 brings in jailing of offline validators, this is too help stabilize the network by ensuring block times remain consistent and close to the desired 5seconds.
FIP11 is currently deployed on Spark and is undergoing testing. A ballot is expected to be raised this week to make it active on fusenet
