Introducing FIP9 : vote scaling

Hi All,

FIP9 is up and will be submitted as a ballot soon. FIP9 enables scaled voting based on validators stake meaning each staked fuse equates to 1 vote!.

We will inform validators of the ballot details and how to vote shortly.

FIP9 has already been deployed on Spark (test network)
